Submission of documents to BIP begins from July, 12 2018 to October, 15, 2018

Foreign and stateless citizens (their representatives) should submit the following documents to the admission office :
- application for admission to study with the indication of specialty;
-   certificate (document) of education specifying the subjects studied and the grades received at the examinations;
- a medical certificate issued by the territorial health care organization of the Republic of Belarus (after having a compulsory medical examination upon the reference given by the Institution of Higher Education);
- a medical assessment and a certificate of HIV- infection non-existence issued by the official health authority of the applicant's home country;
- a copy of the birth certificate, verified in accordance with the established procedure; - -6 photos ( 3x4 cm);

- a certificate of the pre-university training faculty completion, preparatory department, preparatory courses of the Institutions of Higher Education (upon the completion of pre-university training, preparatory departments, preparatory courses of IHE).
If the documents listed above are written in a foreign language the notarized translations in Belarusian or Russian should be also enclosed.

2. To receive higher education full-time and by correspondence in Belarusian Institutions of Higher Education (IHE), people who have general secondary education, vocational education (vocational education with general secondary education or vocational education on the basis of general secondary education) (hereinafter, unless otherwise specified, vocational education) or secondary specialized education, as evidenced by the relevant educational document (s) .

3. Citizens of the Republic of Belarus, foreign citizens and stateless persons permanently residing in the Republic of Belarus, foreign citizens and stateless persons who have been granted refugee status or asylum in the Republic of Belarus are eligible to participate in the competition for getting higher education in the state Institutions of Higher Education at the Republican budget expense (hereinafter - the budget), at the expense provided by the Republican budget if they receive this level of education from the budget for the first time, or in public or private IHE on a fee-paid basis.
Citizens of the Republic of Belarus permanently residing on the territory of foreign states, citizens of the Republic of Belarus who permanently reside in the Republic of Belarus for no more than two years  directly preceding the date of their submission of documents for higher education in the IHE, foreign citizens and stateless persons who have been granted refugee status or asylum in the Republic of Belarus, citizens of the Russian Federation, the Republic of Kazakhstan, the Kyrgyz Republic, the Republic of Tajikistan are eligible to participate in the competition in order to receive higher education in public and private IHE on the conditions provided for the persons indicated in part 1 of this paragraph, or in public and private IHE on the conditions provided for in paragraph 6 of these Rules for foreign citizens temporarily staying or temporarily residing in the Republic of Belarus and persons without citizenship (hereinafter - foreign citizens and stateless persons).
6. Foreign citizens and stateless persons can apply to IHE in order to receive a higher education:
at the expense of budgetary funds or on a fee-paid basis - in accordance with the international agreements of the Republic of Belarus;
on a fee-paid basis – in accordance with the results of the final assessment of their academic progress in mastering the Curriculum and which are eligible for admission to the IHE;
on a fee-paid basis, in accordance with the results of the interview, which assesses the level of their language proficiency in which the educational process is carried out and is sufficient to master the Curriculum, or in accordance with an additional interview (for persons applying for admission in accordance with part 11 of paragraph 16 of these Rules ).
The admission of foreign citizens and stateless persons to IHE is carried out on the basis of an agreement on training a specialist at the expense of a budget, an agreement of a fee-paid training, concluded by the IHE with foreign citizens and stateless persons (legal representatives of under-age foreign citizens and stateless persons upon their presentation of documents verifying  the status of a legal representative of an under-age foreign citizen or a stateless person OR with representatives of foreign citizens and stateless persons acting on the basis of a power of attorney certified by a notary OR an authorized official as well as  a juridical person (sole proprietor, natural person) paying the tuition fee (if any), in which, in addition to the conditions established by law, the parties are responsible for paying deportation expenses if there is a necessity to expel a foreign citizen and a stateless person outside the Republic of Belarus.
The documents written in a foreign language should be the translated into Belarusian or Russian languages and notarized.
Foreign citizens and stateless persons who arrived for training full-time are enrolled to the IHE after taking a compulsory medical checkup at the territorial health care organizations designated by the IHE under the agreement concluded with the Health Care Committee of the Minsk city Executive Committee and the health departments of the regional executive committees, confirming the absence of medical contra-indications for training  in the Republic of Belarus. The list of medical contra-indications is established by the Ministry of Health Care under the agreement with the Ministry of Education.
The availability of identity documents, visas (if necessary) and compulsory medical insurance issued as prescribed by the legislation of the Republic of Belarus – is the required condition for the admission of foreign citizens and stateless persons to the IHE.
